Chapter-level products are now emerging in the marketplace. Can NISO sponsor creation of a chapter-level identifier for the sales channel? Can NISO sponsor creation of best practices for chapter distribution - for example, what additional material (such as front matter, etc.) should be included in the distribution?

For the group developing standards for e-book annotations, sharing of these needs to be more discriminatory than the current "all or nothing" that Amazon does with Kindle.
